What is meant by Radiance here is the emission of light from lightning or we can say Lightning flash.
So? Raiden embodies lightning, including the flash of lightning, which is the speed of light. Because this is light that comes from lightning.

Isn't it explained here on the laser beam dodging page that one of the conditions for getting the speed of light is that the light must come from something clear, for example a light bulb or the sun.

And in the case of Raiden Shogun, the light in question is Radiance/Flash of Lightning.
This is an obvious source from which we know that lightning must cause flashes of light. And what is clear is that the speed of flash of lightning will be the same as the speed of light in general.

Kazuha only reacted to Raiden’s blade which didn’t even move at Lightning speed. You’re also pixel scaling from different angles and distances which is an inconsistency.

I’m honestly not really sure if she really embodies radiation purely as a concept or quantitatively. Logically, it should may as well apply to her speed and status of existence; like how she’s omnipresent at everywhere with radiation and movement of electrons. Though, no one addressed about that, perhaps you should create a CRT about it. Though, judging that it’s mostly fiction that type of sentiment might not be accepted.

if we use normal calc for distance and flow time should he subrelavistic or can be subrel+ even relavistic if we if multiplied 2 times by the number of visions
