So I have read Kawaki's page about his Partial Ōtsutsuki Form, and I would like to say that there is something wrong with that tab. First of all no, Kawaki's usage of his Sukunahikona doesn't need to be done with his Kāma seal activated. He is able to use Isshiki's Dōjutsu whenever he wants, he is freely able to active and reactive the eye. He uses Isshiki's Dōjutsu in conjunction with his Kāma seal as a way to amplify techniques and abilities. And his being in his Partial Ōtsutsuki Form is a way to further enhance his abilities. Kawaki can't fly, although he's now partly written as Ōtsutsuki he hasn't learned to use more of Ōtsutsuki powers and abilities, and he hasn't learned how to fly yet.
Also, another discovery of Kawaki is that he learned the Ōtsutsuki's clan ability how to suppress his chakra signature called the "Chakra Suppression Technique", normally humans, when they use this technique, can't use any jutsus. But when the Ōtsutsukis use this technique their still able to use ninjutsu. Kawaki is also able to use Sukunahikona and the Chakra Suppression Technique in conjunction with each other to hide from Sensor Shinobis and Ada's Senrigan. Also, it was discovered that Kawaki is able to use the Daikokuten in living beings like how he sent Naruto and Hinata to the Daikokuten dimension. Basically, Daikokuten can be used to store items and living beings in the Daikokuten dimension whether the item was shrunken through the usage of Sukunahikona or just through the usage of Daikokuten with even using Sukunahikona.
