Those souls are from time travellers who ended up falling into the Void, so they are not natural residents from there.
In general, no method originating from the lower reality can interact with the higher qualitative reality.
 
I don't see the issue. The main point of the Low 1-A here is Kugai Kudo (who was a human) ascending to beyond space/time by dying in the Sengoku experiment and losing his physical body. Human technology could create technology that reached to the place beyond time, space and dimensions. The case of the soul is pretty simple actually, it's merely time travellers finding themselves in the Void after a badly performed time travel and losing their physical forms as well.

Ultima did tell me that if a 1-A location acts as a sort of hub or afterlife, it is not out of the realm of possibility for lower reality characters to travel there. Cause the realm itself is 1-A through its own merits, and characters "rising" up to it is a power of the realm itself, not the characters.

Something like that, the method of arriving has to be from the higher realm.
