Steven is able to one-shot Kiryu due to his 2.5 exaton AP compared to Kiryu's 100 Petaton AP but Kiryu's Absolute Zero cannon would also one-shot Steven. I'm going to vote Steven because Kiryu would most likely not use the Absolute Zero cannon right off the bat and because any of Steven's attacks will give him the win.

Conductive heat transfer for this gun is variable as sometimes it will stick to one building or rush through several at once. Smart targeting I'd like to believe.
Another detail, Zero energy tech fails the same task that an oxygen destroyer had been purposed with. Notice that the range given for the Oxygen Destroyer does not match up to our observations. That comprehensive effect with these weapons offsets a lot of the underselling. The hull bone structure became exposed once AZC went off, Do we not know that the device responsible for the state of these bones had a range 100s of kilometers potentially? OR should it be ignored because the Oxygen Destroyer currently has no 200X key?? Kiryu continuity scaling.
