Im a bit confused about the explanation so id like to know how does it work and what are its combat applications?

She can apply "Eternity" to anything. But like most Touhou powers, it works on different levels.

She can apply it to an object for example, in order to apply "eternity" to its current state. This can prevent it from moving or from being broken.

She can also apply it to a place in general, preventing the place from changing (even preventing water from flowing), but not from people moving and existing in it.

And finally, she can also apply it to more abstract situations. For example, she applied "eternity" to Eientei's lack of history (since it wasn't discovered and thus not recorded in history). This made it so no one could change this fact and thus, no one discovered it for years.

Ok but what about her Instantaneous Manipulation how does that work?

This one's a bit weirder and less explained. The opposite of her regular ability, she can make things happen instantly, much like a weird version of time acceleration. She used it in order to make dawn happen instantly. She also used it to live parallel stories at the same time, however this works.

So does that mean she could like attack instantly or something like that, like what are the combat applications for it... if its not to vague.

Probably so, yeah. I'm not sure she could increase her general speed due to it, but she can at least make her attacks happen instantaneously.

Hmm would be pretty stong, would they be like Reinhards spear(with out the 1-A hax obviously).

A lesser form of that, since Reinhard's spear ignores the very concept of distance, while Kaguya only makes things happen in an instant timeframe.
