Ok this is simple Kaguya is 5-B with Infinite Tsukiyomi and ETSB. Prime Kaguya before IT should even be more powerful for having created multiple worlds since she already had IT chakra to begin with. Prime Kaguya- created multiple worlds after eating fruit and fought Her sons Hagoromo and Hamura. They scale to Prime Kaguya. Revived Kaguya- using 10 tails Madara body as a catalyst and the chakra from IT Madara gathered, Kaguya was revived. Although not nearly at full power she should still be at least Low 5-B.
