No its still not an AP feat, at most you could get it as overtime environment destruction but even then its not him like actually physically changing the weather himself via some sort of applicable energy or feat, the snow happens just as a product of the sunlight and other shit just being blocked out for so long by the owl.
You've gotta understand ecosystems and weather didn't like stop everywhere else so him just removing the cover causing that to happen isn't the same as like All Might punching hard enough to make like clouds form and rain to fall
