Juri is Small Town level.
Mai is Small City level.
Even with the Feng Shui Engine activated, Mai is several tiers out of Juri's league. A singe hit will kill her many times over.

Matter of fact, let me dig up the calcs we're working with here.
Juri directly scales to Chun-Li, who's 5.163 kilotons at her strongest.
Mai scales to Sie Kensou, who's 300 kilotons at the bare minimum, and is more likely to be at 5 megatons.
Even if we assume the absolute lowest possible value (which we aren't), Mai is roughly 60x stronger than Juri.
Juri gets obliterated in one hit.

I see. Though if the tier were equalized, how would the fight go?

I'unno. Juri's probably the more skilled fighter, but Mai has more versatility, and keeps up with people like Terry and Andy fairly regularly. (although she's not quite as skilled as the two of them) I'd maybe give it to Mai 6 times out of 10 if the two of them had dead-even stats.
