Julius. Naruto's AP and durability are void in this fight. Julius can avoid anything Naruto can do due to the gap in both combat and reaction speed. Given that both are in character, Julius will simply trap Naruto using Chrono Stasis. Neither is going to kill the other due to both being generally nice guys.

Julius stomps, relativistic reactions, time stoppage, and age manipulation gives him the win this is completely unfair speed unequalized. Even with speed equalized naruto still losses, i am closing this.
