Right now it's at 2-A but they're talking about downgrading it to 4-A or maybe even just 4-C.

I'm pretty sure going from Multiverse+ to Multi-Solar System is a major downgrade. The 4-C thing is a major lowball so I think 4-A is gonna be DIO's new tier. Even in the other thread made by DMB people are agreeing that DIO's EE isn't AP, but hax with 2-A range.

Also I don't see anything about downgrading him to 4-C in the thread before that. I thought people were agreeing to downgrade him to High 3-A?

You can see in that thread that people are voting for DIO's EE to be treated as hax, not AP. The thread before had DMB suggest High 4-C or 4-A for DIO.
