John Egbert from Homestuck and Frisk from Undertale vs Bill Cipher from Gravity Falls.

R1: John Egbert is 3-A, Firsk is filled with determination. Speed is equalized.

R2: John Egbert is 1-B, both Frisk and Chara vs Gravity Falls-verse. Speed is not equalized.

Who wins and why?
 
The first round is a High 3-A and a 7-C Vs a guy who is Low 2-C at the very least, Bill stomps both in a second. The second round has a Low 1-B against a verse in which the most powerful character is High 1-C, John solos the verse via being infinite times more powerful than anything in it.
 
Then it would be "with immense amounts of Determination", not "filled with Determination", and even then, they either stomp Bill's low end or get stomped by Bill's high end, anyway, it's a stomp.
