I think Joe should have Athletic Human strength as he carried Nathalie's body on his shoulder while holding it with his arm through out the woods without too much trouble.
For his stamina, he should be "at least Athletic" if not "Peak Human". Here is the context:
After Beck decides to spend the weekend at Peach Mansion, Joe tries to get there in order to stalk them. On the way there, he got himself in a car crash which knocked him, giving him a head injury and that heavily affected his brain for almost the entire episode as he lost consciousness multiple times and started to have hallucination of Candace. It should be mentioned that he was already weakened from a beating that he got by Ron multiple days ago. Despite all of that, he still manages to stay awake over night and continues to avoid being detected for a major part of the day. He was eventually seen by Peach, who knocked him out immediately. After regaining consciousness and trying to talk down Peach, he tries to run away but was shot in the leg. He could still overpower Peach and for the entire afternoon, he thought of a way to make Peach's death look like a suicide and go back to his appartement.
