Well, after re-reading Joa and Jirou's brief fight just now, it didn't seem that Joa was any weaker than Jirou by any means. Also, while it's true she was getting utterly blitzed by Midora's hungry tongue, she did also manage to cut him up a couple times during their fight. He was simply able to supplement that with his regen.
