This is why Goku is universe level.
I guess what you are trying to say is that to remove the holding back key from Jiren despite characters scaling to it, I understand why you want to do that, but I think that it's better to keep it because that key is very important to the scaling.

Doesnt matter, really it doesnt matter, place the characters in that key, but Jiren himself shouldnt have it, he was holding back becsuse there didnt have a strong foe during most of time in ToP, thats all

Without that key, the scaling doesn't make sense, because the characters would scale to key that doesn't exist. It should stay.

No? Jiren already was rated as superior than zamasu even holding back, so, scaling the characters to a supressed jiren already give low 2-C ratings to the characters, but Jiren himself doesnt need it

Which is why that key should stay, it's not for Jiren it's for the other characters. I'll wait for more opinions first though, probably staff.
