I'm assuming you mean base Rayquaza?

The only ways that Jimmy has of harming Rayquaza are Transmutation and whatever method he used to destroy the Earth, though that's only baseline and won't hurt Ray much. Time Manip is annoying but non-lethal, time travel and age manip will both likely be ineffective given how old Rayquaza is, his emphatic manipulation and mind control both look like abilities he can't get off on a planet busting space dragon, and matter manip... might work, depending on how it functions.

Meanwhile Rayquaza one-shots with anything, including decently large AoE moves like Twister and Hyper Voice, and a speedamp which is >> speed amps which make a Pokemon so fast they seem invisible to a comparable opponent (temporary). It's a 5-B vs someone with 9-B durability, so simply hitting in Jimmy's general vicinity will likely cause enough of an explosion to destroy him.

Jimmy's 5-B with prep is very misleading, his clone just used a duplication machine to clone the planet, but the duplicates of that machine soon banish and they were doing stuff over that. We don't even know if he would create anything to harm someone with 5-B dura.

oh wait sorry i didn't see the speed equalized but to my knowlage jimmy doesn't have that much planetary weapons at his use and some that won't acutally kill the earth itself which he wouldn't do if he was trying to save it he made many rockets that were able to destroy astroids so he might be able to get some hits in but can't see him putting down Rayquaza before Rayquaza kills him
