He's scaled to Anime versions.

Isn't there a Toei statement putting him above Hirudegarn? Or was it the other way around?

Maybe, but I do recall a statement from their website stating Janemba>Hiru. If the wog statement was prior to that then this should retcon that, at keast in this situation.

Things change, depending on when the statement was made it could be outdated, if it was around the first Broly movie it would only apply to the movies before than, only after unless proven false which is likely the case. http://www.kanzenshuu.com/forum/viewtopic.php?t=22847 Also the statement did exist as people here are talking about it, cantbactually find it though.

First off, Gogeta godstomped Janemba, doesn't mean he's weaker than Hirudegarn.
Second, Goku only beat Hirudegarn with a special attack (Dragon Fist), the rest of his attacks did nothing.

Toei's official yet now dead website stated that whike strong he's onlybthe second strongest movie villain, being behind Janemba from the previous movie. If this was saud after the everyone is stronger than the last statement, im gonna say the newer one overrides the older one.

Gogeta one-shot Janemba if we're not counting all those blows he did to Janemba which negated his regen. Goku with DF one shots Hirudegarn.
You said yourself every villain is chronologically stronger than the last, so how does "First off, Gogeta godstomped Janemba, doesn't mean he's weaker than Hirudegarn." make sense?
That would put Goku with DF above Gogeta, especially since he's above Gohan who is canonically much stronger than SS3 to the point where Goku suggested he could beat Buucolo, so non-canonically Gohan should still be leagues above Goku, but he is surpassed by him once more.
