With equalized speed I say Jafar. At the same time the characters in DBZ have shown the ability to resist reality warping multiple times with pure power. Like how Goku resisted a time stop or how several characters escaped from hell by being too badass to contain. So depending on how much Whis can resist it might go the other was due to that.
