I'd give it to Sleuth. Jack's Red Miles are more powerful than Sleuth is overall, but Jack himself is unlikely to be entirely as durable, nor as fast, which should allow Sleuth a victory despite the time limit on the form.

Gotta side with Sleuth for the reasons Azathoth gave.

Jack's only real chance is the Red Miles, and while I'm sure that could definitely kill Sleuth, Jack only uses it to destroy things en masse / when he's freaking out.
