Hmmm, I need to think about that.

Gearshift's effects and Luck being a mini Sonic (speed boost go brr) probably cancel each other's speed advantage, probably.

Danger Sense is good, but atp Luck has fought against 2 or 3 opponents with instinctive reactions and precog, so it's not a huge factor.

Luck has virtually endless Stamina with Mana Method, so he could outlast Deku. But Deku has far superior LS so Luck can also be in trouble
 
From the cross profile scaling chain I’m seeing on Luck, isn’t he 31.44 Teratons because he’s comparable to Leopold who was way weaker than but could keep up with a Dark Disciple that was 50% Megicula’s power which was 62.88 TT?
 
If I’m reading correctly, Base Luck scales to way weaker than 50% Dark Disciples, and thus 31.44 Teratons. His True Magic scales straight to Dark Disciples/Leopold, making him 62.88 Teratons when using it.

Deku scales to being completely unaffected by attacks stronger than 33.44 Teratons, as Shigaraki had a massive evolution despite already being Prime All Might level and couldn’t even make Deku budge with a full on punch.

So base to base Deku can’t even be hurt, though he runs into problems with Lucks 6-B+ dura and then AP amp with True Magic. He gets around that, as well as Lucks speed amps, with Gearshift being able to also stack speed amps (2nd Gear sees base Luck as frozen, then 3rd Gear is faster, then Top Gear, then combined with Fa Jin creates Overdrive), Danger Sense alerting him to any of Luck‘s attacks, and Blackwhip restraining Luck’s limbs so he can’t really fight back.

After he gets Blackwhip/Blackchain on Luck, all he has to do is Overdrive spam and Luck should fold pretty bad. He won’t really get any time to adapt to Deku’s predictions or outspeed Danger Sense since Deku goes for instant KO’s as fast as possible.

So despite Luck having comparable speed amps he also has Accelerated Development to just completely overwhelm his opponent.

Black whip can be destroyed right? Luck has more than enough AOE to deal with it by spamming lightning to destroy them or strikes himself with lightning to destroy black whip restraints assuming they catch him.

It would spark it if Deku doesn’t immediately restrain and one shot him with several near 3x AP amps to the chest. I agree that Luck eventually outspeeds but the fight isn’t going to last very long, as the moment the fights starts, Deku’s entire purpose is gonna be restraining Luck so he can’t move at all and knocking him out with Overdrive spam.

So if they both start with initial amps, Deku’s is gonna be higher since he’d just dodge an attack (likely by using Low Gear and actually going slower than Luck), instant swap to Top Gear, grab with several Blackchains and Blackwhips and punch his face in.

Deku can't win by using his speed amps to be faster than Luck and land his win condition because without the speed equalization, Luck would be faster

No, he uses Low Gear to catch enemies off guard. So if Luck tries to hit him thinking they’re relative in speed, Deku predicts, intentionally goes slower, then immediately amps back to being faster. It’s a battle IQ thing, just facilitated by Danger Sense, which would keep up with Luck even if he got faster than Deku by a magnitude of Gear Shift.

The conductiveness doesn’t matter in the case of a lightning strike… the explosion and vaporizing heat does. It will destroy black whip the same way lightning destroys things that aren’t even conductive. And yes the lightning Luck summons scales to his True Magic AP. Luck could also just slash through the black whip too.

Luck’s battle instincts and experience with precog users would definitely see through plans like that and Luck never underestimates his enemies so it doesn’t even matter if he doesn’t see through it. Besides intentionally going slower will cost Deku given how Luck immediately starts with speed amps. Deku is smart enough to tell that Luck is not going to underestimate him anyways.
 
About the stats.

AP:
Luck is actually 31.44, and then reaches 62.88 with True Magic

Dura: Dekus Dura stays at 32.44 while Luck's is 62.88, so both can significantly damage the other with their strongest moves, especially Luck since it's piercing damage.
