The referred versions are Edo Itachi and Gaara (Fourth Shinobi War)
Both are intent on killing. In this case, the opponent's incapacitation or sealing will also be a condition of victory.
Initial distance of 20 meters. Both will have no prior knowledge of the other's skills.
 
Itachi starts with genjutsu, and since they're starting out so close, there's nothing Gaara can really do about it.
