Unless Ikaros's Cards can do something about Isabeau's resurrection, I don't see how she's going to kill her.

From what I recall her fire manip doesn't have a particularly impressive range, so 4 km should be far enough to be safe

They probably can. They can be used to do stuff like possessing people to incapacitate, warp away things from the planet (she used it to eliminate every human on the planet) or send things inside a magazine (which now that I think about it is more BFR than plot manip so I should edit it)

Neither of them really leads with hax tho.

I dunno. She is an android and iirc regular mind manip doesn't work in that case.

There is also the possibility to kill Isabeau before she made a contract via time travel technically.
