If a character and or species can make stones that are essentially wormhole stones with millions if not infinite combinations on them and when inputted correctly they all lead to other planets across the universe. With different time flows via time dilation etc.
Edit: Should be noted there’s another species inferior to the one above capable of creating a device that call pull someone in from anywhere in the universe. Can create artificial rain and air after destroying their planets surface
