Is this true or not

I think what that reddit was talking about was Dimensional Gap (次元の狭間, Jigen no Hazama)
The Dimensional Gap is one of the little understood and explained aspects and places in the DxD universe.
First of all the Japanese term that is normally translated as "Dimensional Gap" can also be translated as "Gap Between Dimensions" or simply "Between Dimensions".
Secondly, the Dimensional Gap is described as:
-a "World of Nothing" where nothing exists except complete silence
-a place that exists in the "gaps" between various worlds, with worlds referring mainly to the Human World, Underworld and Heaven, but there are also the other mythological worlds such as those of Norse, Greek, Hindu mythology, etc..
It is the border that separates world from world.
-When something alive enters it without protection, it dies instantly from being exposed to the "vacuum" of the Dimensional Gap, and regardless of whether it is alive, everything that falls into it disappears in a short time, probably disintegrated or eliminated from existence.
It is also known that the Dimensional Gap is not only the border that separates the different worlds of the DxD universe but it is also the border that separates the DxD universe from whatever is beyond it, since to leave and enter the universe DxD is necessary to cross the Dimensional Gap, hinted that all worlds in the DxD universe exist within the Dimensional Gap
But this tells us little about its dimensional structure, Born's anime gives a little more information about the Dimensional Gap, mentioning details such as that in the Dimensional Gap there are no concepts of Distance and Direction, it also seems that time does not exist since Gasper can't use his powers in the Dimensional Gap.

Problems arise when talking about the relationship between the Dimensional Gap and Great Red, specifically Great Red is the ruler of the Dimensional Gap, specifically he is responsible for keeping the Dimensional Gap stable and ensuring the balance between the worlds, although it is not known clarifies if this is something Great Red is doing consciously or unconsciously, i.e. if Great Red is making a continuous effort to keep the Dimensional Gap stable or if it is just the byproduct of their immense power and living within the Dimensional Gap .

In any case that means that Great Red has the power to influence and affect the Dimensional Gap so he should escalate to it.

but to give a level we need to know what kind of dimensional structure the Dimensional Gap has, from the information we have 3 possible conclusions can be drawn:
1) The Dimensional Gap is a space-time that contains within it other space-times such as the human world (our universe) similar to Garganta from Bleach and therefore would be of a universal level
2) The Dimensional Gap is a higher dimensional realm that contains within it lower dimensional realms similar to what is seen in Marvel and DC cosmologies and therefore would be of a extradimensional level.
3) The Dimesional Gap is a realm beyond time and space and therefore it is of a Transcendent level.

However, to arrive at an answer would require an agreement on the nature of the Dimensional Gap.
