Alright so this is a bit confusing so I'll try to simplify it.

These beings are stated to exist with their Mind, Body, and Soul all being one, and are conceptual entities. They are without time and are made of Information while also being one with nothingness. Later on, it's stated that their power alone which is also conceptual is integrated with their Mind, Body, and Soul and can hold their conceptual selves.

Now it's also stated that unless you exhaust their power completely they can't be killed and instead regenerate. However, they have never regenerated from a showing of High-Godly Erasure.

Does this still count for High-Godly?

Well i think it atleast need to have feat for this but it doesn't seem to count as hgr to me.
(Just something simillar imo.)

My reasoning was if they got their arm blown off and regenerate a new one they are technically regenerating their Mind, Body, and Soul as well as their Concept and Information.

How does that account as complete annihilation though?

Also just because the whole thing are connected doesn't mean something like a arm being blown of would affect the whole thing.

Thats like breaking a glass in a building would affect the whole building and would need to fix the whole thing.

This isn't accepted on this wiki at least. Rimuru has his high-godly removed partially because of this
