Is there any way a Tier 0 can surpass another? / Which are candidates for the strongest Tier High 1-A characters?

Title says most of it. On a little bit more detail (because I'll otherwise end up getting known as the guy who writes a lot without need for so much), is it possible for a Tier 0 character to somehow be beyond another? The only quality I can imagine not being possessed by your average Tier 0 is that of Fourth Wall Breaking, but it is theoretically possible for a hypothetical real life god (such as those from religions like christianism) to break the Fourth Wall even though we technically don't have one IRL, which brings back the question.

On another side, there should be a possibility for High 1-As to still compete, so... which characters from this tier you think could compete for the strongest non-omnipotent person in the wiki and why are them above other H1As?

Omnipotent means all powers, including 4th wall breaking and awareness. Omnipotent vs omnipotent is literallt the same as "Composite Ant vs composite ant" or "SCP 682 vs SCP 682". The same everything, basically,

There could be weaker and stronger high 1-A, but it's to far remove from our reality, I mean how do you determine the relative strengh of thing infinitely beyond thing beyond the concept of dimention
