If there are two characters who are both High 1-A but one of them is extremely more potent than the other character, does that make them at least High 1-A or are they still considered High 1-A? Thanks in advance.

Is There A Tier For 'At least' High 1-A?

We do not have an "At least High 1-A" category, as far as I am aware, no, as several High 1-A characters within a franchise does not mean that several of them can be of tier 0.
Only at most one character within each franchise can be given this tier.
