No, Sandman always uses the word universe/creation to describe everything and it was shown that there are other realities such as the universe of prez or Dreams death causing the destruction of many realities

Also, The Seasons of Mist came before the Lucifer:Nirvana and I dont really know what to do with the new Lucifer series as I think she was writing under the impression that Lucifer and the Sandman are not part of DC

Carey uses "universe" to mean all of existence, so no. It doesn't really matter either way because as TheSandman31 said, Lucifer is above the Endless anyway
