Is it possible for a High 1-B to be nigh-omnipresent/have range on an outerversal range?

If a character is high 1-B but can influences things on an outerversal void and is present in multiverses separated by a space beyond dimensions, does this character have an outerversal range?

There isnt "outerversal" range.
