Is it necessary to create a CRT to add references and scans to a profile?

Well, users usually make revision threads when reworking a profile which usually consists of adding scans and references but if you're technically just adding something that was already accepted but let's say someone forgot the scan or reference and you just want to apply the source then it might be fine.
