No, Higher Dimensional Being. A person can have the existence and still not have immeasurable strength or speed. Shinra is a prime example. HDE but still FTL and Class Z LS

5D existence does not provide AP or immeasurable speed to a character.
Must be able to perform the 5D in verse and also must have immeasurable feat

Dormammu is a good example of a HDB.
His AP and Speed say the same.
He was born into a HD.
But it doesn't necessarily mean you must be one to get immeasurable speed tho

Infinite Zamasu is due to being stationary despite being one with the universe. he as the universe wasn't moving at all but was capable of like summoning attacks.
if you're HDE in the context of it being that you have more spatial axis like 4 spatial dimensions and the superiority of said higher dimension qualifies for qualitative superiority and you can move around on that extra axis then you'll have immeasurable lifting strength.
R>F often do not get this because of being R>F and not because of mathematical dimension which is what makes it incalculable

They are pretty much equivalent to 5D due to reality transcendence
but 5D from R>F and 5D from Mathematical dimension are different things
