So for the simple parts first the intelligence ratings. shown here The Knights Exemplar, Storm knights, Flameguard, Idrian, Holy Zealots, Daughters of the Flame have a score of 10 which is an Average level of Intelligence. though for the Protectorate pages should list the fact that they are more skilled than the civilians of the nation who are trained in the use of every simple, and martial melee weapon. leading to them being proficient in not only over 50 melee weapons, but in the use of 7 types of armor.
Next shown here for the warcasters that even low tier unnamed warcasters have an Intelligence of a 16, with fully trained major warcasters have a Intelligence of a 20. this should scale every warcaster to the gifted rating either matching or surpassing the Stormsmith's intelligence.
Now for the tiring.
For this the fodder tier should now scaling to the holy zealot's fire bombs. this would upgrade all the 9-Bs (CR1/8-CR1) to 9-A as they can survive these bombs.
Also the Idrian Skirmishers key would, high end Holy Zealots, high end Flameguard, Daughters of the Flame would lose their scaling to the Knights Exemplar.
Next the 7-Cs should do upgraded to low 7-B+ scaling to control weather's blizzard. shown here Fiona, and Bane Witch Agathia are both full power warcasters are 20th level casters. shown here and here you need to be a15th level caster to used this spell making them stronger than those that can cast this spell.
This would also upgrade the 7-C+ characters to 7-B upscaling from Coleman Stryker overload state with is a 10x boost which would put him at that level.
