The idea sounds funny and neither of the characters have matches to this day, so why not?

Joe's profile and Clouseau's profile.

Inspector Jacques Clouseau is from the 2006 Pink Panther movies and Joe Yabuki is from the anime and manga series Ashita no Joe.

Conditions:
  1. The fight takes place in the bridge near Tange's house (Ashita no Joe).
  2. Both Joe and Clouseau have access to boxing equipment such as gloves if needed, but is optional and they can choose to go freestyle
  3. Starting distance is standard melee range
  4. They are both in character, meaning that Clouseau is held down by its clumsiness despite having weapons (gun, staff, nunchuks), and Joe is not going to retreat and likely to not use defensive moves due to his pride and reckless fighting style
  5. Both are 9-B and speed is equilized
  6. The victory condition is simply a KO

So this basically boils down to clumsy police officer with gun and staff vs. highly aggressive + skilled boxer. Does Joe have any aim dodging feats?

Joe has subsonic reactions (as shown in his last fight against Rikiishi, he dodged extremely fast punches that would one-hit KO him), despite not being enough to dodge a bullet he can dodge instants before Clouseau pulls the trigger, or just run at him and punch him or grabs his hands before he picks the gun, but since they are in-character, Clouseau would not shoot at a teenager intentionally (althought accidentaly is another story, Clouseau's clumsiness is deadly lol).

Bruh, i think Clouseau takes the win, he just has too much standard equipment
 
Ok, now I think Joe should take it, as Clouseau appears to only have the cqc skill of an average policeman and Joe should have enough more that he can overcome the staff.

It should be considered that Clouseau knows martial arts
 
Enough to easily outmatch regular humans, but Joe has higher talent to physical combat, including high adaptability to create new techniques during battle.
Is it ever stated what color belt Clouseau has in martial arts, or is it just implied he's good enough to beat a civilian?

I don't remember Clouseau fighting anyone stronger than regular armed goons on the Pink Panther movies, maybe i'm wrong, those movies are not that fresh on my memory.
