It eventually spread to all timelines. That's why low 1-C even got range. But I'm in favor of changing it to "2-C will eventually become low 1-C" It shouldn't just get Range, it literally merges with them.

If you want a reference, Giygas was eventually going to devour the universe from across time. He has a "Possibly" rating for 2-C to 2-B from this, even though Ness and the party defeated him.

And I think Zamasu should get something similar. But they only gave him range. Zamasu literally started to spread to the entire hypertimeline and merge with it. No one should get scaled because he was stopped before completion, but Zamasu should be "2-C will eventually Low 1-C"
