Infinite speed can stop time?

No, infinite speed user is just so fast that when they move, everyone (without the same speed) frozen in on one place in their perspective
 
From their user perspective, they would have stopped time (albeit this also goes for speeds around MHS+ to relativistic).

In application, it technically has the same result of timestop, since effectively no times has passed since you moved from one place to another.

But is not really time stop.
 
Basically finite speed is too slow that from perspective of characters with infinite speed everyone seems to be stuck in time stop instead of using time stop as hax in literal sense
 
Yeah. IIRC, it's something like:

1. An Infinite Speed character CAN'T move if time is stopped or if there is no flow of time. (Speed is Distance Over Time. Any Distance over Zero Time = 0 Speed.)

2. An Infinite Speed character can move any distance in any timeframe, because any amount times infinity is infinity, & they don't have to go infinitely fast all the time. (However, I'm unsure if they can move distance in 0 time, since Infinity times Zero = Undefined, & I'm unsure of our Wiki's stance on that.)
Thus, so long as it isn't ACTUALLY Zero-Point-Pure-Zero-After-The-Decimal-Point, they can move as much as they want in any timeframe; Hence, others practically seem to stand still compared to them; A non-zero timeframe where someone with finite speed couldn't do much at all, or nothing at all, like 0.000001 seconds is enough for an infinite speed character to do anything & everything they want.
 
Infinite speed characters cannot stop time by default; wrong choice of words. They just physically move so fast, they move faster than time can flow and thus time appears to be frozen when it technically isn't.
