It depends on the context. It could be flowery language, it could be Probability Manipulation/Fate Manipulation/Causality Manipulation/etc., or it could be 2-A.

Infinite possibilities in itself means nothing, but if it's used in a combination of "There are as many worlds/alternate realities as their are possibilities" it often results in a 2-A cosmology.
