Inconclusive clarification

I'm unsure on the Inconclusive rules. I know that both sides have to have at least 7 votes, but does the 72-hour grace period require both sides to remain exactly equal for all that time and not have any more votes for 72 hours, or do the sides just have to have a difference of less than 3 votes and not get any more votes for 72 hours?
