Inaccurate Teenage Mutant Ninja Turtles scaling

So I was simply browsing through the pages of TMNT 2012 and...THE TIERS DON'T MATCH-UP!!! Or more simply I see that pages say "this character is able to go toe to toe with this character" but they are not of the same comparable tier! Why the f**k is this?! COULD SOMEONE PLZ EXPLAIN THIS?!!! Is it an editing error of something?

I do not know. It was probably a revision that was left half-finished.
