In what situations slow time is better than time stop?

For creatures like The Avatar (SUPERHOT). As it can't move in frozen time, only perceive time slowing, slowing time down allows it to make precise adjustments around opponent's actions, which it couldn't do in frozen time.

Being able to slow time like that allows characters to intricatly plan traps, and adjust themselves according to their opponent's movements. A character with timestop still has to predict what his opponents will do after time is restarted, and requires immesuarble speed to even move.
