So on the page Temperature Manipulation is also called "Heat Manipulation" but shouldn't cold also be added as well?

I guess in a scientific sense, cold doesn't exist. Like dark in regards to light, it's the ABSENCE of heat. So if you can manipulate the energy inside something to make it cold, you're still manipulating heat.
