Immortality Question....

Can someone with Type 8 Immortality. Be absorbed if the user doesn't have resistance to it....

Depends on the specifics of the type 8 as to whether they'll come back from that or not. Some people need to actually die, others can do it whenever, some absorption's fatal, other absorption isn't, etc

Quick question if someone creates electricity around it without moving or thinking is that considered passive.....

Generally, resurrection/reincarnation involve one's soul/essence to move to "somewhere else" (generally other body), if the soul has been absorbed, thus retrieved, then is unable to move to that target, and thus can't revive. Now, if absorption do not target the essence, and cause death, then the power do not prevent the character for reviving.
