If Time-Stop/Slow Scaled to AP

We know that speeds of infinite and higher can bypass timestop without resistance to it. But what if a character had timestop that scaled with his overall power? If they were Universe level+ could they stop an infinite speed character? Same with a 2-A with timestop scaling with his power.

Hax doesn't scale to AP and vice versa.

There are plenty of characters who's hax scales with their AP, Digemon, and Homera are ones that come to mind.
