If a character can nullify AP, what is the limit of their powernull?

Can a character who can null 3-B attacks null 3-A attacks?

If no, then what about Low 2-C stuff? Can a baseline Low 2-C character nullify a higher than baseline Low 2-C character's ap?

You can't assume a 3-B can power null 3-A AP unless actually shown to be able to nullify ap that is equal to or greater than 3-A, otherwise it would be a nlf.

It's kind of an undefined spectrum.

It seems kind of absurd to say such a character cannot even powernull someone whose AP is only slightly stronger than their best feat, but it also seems absurd to say they can powernull someone whose AP vastly exceeds anything shown in their verse

If a character is far stronger than the other character & that character didnt power null someone even close to that level it would be nlf to assume he can power null

Literally what Darkmash said, any "power" based hax should have limit, we cannot assume it to be as broken as time, conceptual, plot manipulations where you can only resist if you have resistance, or exists as higher dimensional being.
