I think the Low 2-C scaling chain for Bleach is Prime Soul King ~= Soul King Yhwach < True Bankai Ichigo << Merged Hollow Bankai Ichigo.
Though whether or not I'm right it looks like Zeus is way higher above Baseline than Ichigo would be. I do agree with the hax advantage too

Ah. So Zeus is likely stronger than anyone in bleach.... Well. That's another reason I think he takes this. Does he have his weapons such as the blade of Olympus and the gauntlet of Zeus? Not that it makes a difference

If I were knowledgeable enough, I would. So far, He doesn't seem to have any. Zeus seems to resist a lot of Ichigo's Hax. So I guess it's a stomp

Kind of expected difference of scaling chains when one verse is filled with cosmic level people, and the other has 2-3 people on that level.
