1. How is It supposed to face a being that lacks fear, or a being capable of facing it without fear? Let's imagine Anos Voldigoad; he possesses no fear whatsoever and would likely want to confront It without fear of any consequences, even refusing to fall into its traps. I know Anos isn't dimensionally the same, but it was just an example. Basically, what advantages does It have over other characters?

2. I saw that logic manipulation was added as a new hax. How is that supposed to be resisted? Can someone who is outside the law be affected by it?

I don't have many more questions, but they are small, specific doubts.

If he truly lacks fear potentially a immunity to baseline fear manipulation

Manipulate logic shown to work you use it on another character and it doesnt work is the typical way to get resistances and outside is relative if hes outside cause he actually just completely lacks the property its probably a higher form or different form of logic and hence the lower form shouldn't affect it in theory. But obviously cause by cause basis would need more context

I understand then it depends more on the context

It's just taking the least assumed option like you wouldnt expect a guy who is known for tanking bullet level attacks to tank a universal level of attack
Same principle here you have a guy immune to a level of fear manipulation then later they get effected despite being immune to the previous thats what we would call a layer.
But to assume something higher despite not being shown to or stated it generally walks down the no limits fallacy
