The scan posted above not conclusively state that S classes are one-shot country-busters. It mentions the destruction of an entire country possible, but it is referring to the threat posed by the tunnel to the Demon Realm. It is highly unlikely that the "Crisis Level A-II" is referring to any S classes, as the SDF do not even know of S classes. It is more likely that "Crisis Level A-II" refers to the threat posed by A classes, given that the SDF deals with A classes on a regular basis. The "A" in "Crisis Level A-II" kind of backs this up too.
I also don't recall Sensui shaking Japan with his aura. I remember an earthquake caused by Koenma's Mafuukan. We need to see more evidence before we can declare that A-classes/S-classes can one-shot a country. I think the evidence suggests that A-classes/S-classes can gradually destroy a country, as no weapon or person on Earth is capable of stopping them if they desired to go on a rampage: http://postimg.org/image/3ug4l1qff/

I think there is a strong case for end of series S classes (like EoS Yusuke and Yomi) being country-level, though. The only one I cannot quantify yet is Raizen in his Prime. He is made out to be stronger than any S class shown in the series (even the strongest end of series S classes).

Well EOS Kurama is weaker then the other top tiers but I think that he should at least be as strong as Yusuke in his Mazoku Form. So no I guess.
