I have a question about Omniscience and Tier 0

I read this years ago from some manga or manwha, now keep in my i'll fill the information void with what i think i read in that time.
There was a Creator/god which i think it fits the Tier 0 of site, essentially this god cant be explained in logical or illogically, Omniscient ,Omnipresent ,Omnipotent ,unchanging ,everwas ,everwill ,evernever yet everthere transcended of all concepts including but not limited to time, space, logic, existence, maths etc. and that even concept of Tao wasnt capable of explaning this being called "Apeiron" which i looked and it means unlimited; boundless; infinite; indefinite in greek.
In story this being...in order to make "free-will" possible sacrifices its own Omniscience and erases any knowledge of future for itself and had to constantly use their power to not only constrict their omniscience but also had to stop their calculative power because otherwise they would gain near-omniscience by calculating every single possibility that is logicall possible, illogically possible, logically impossible and illogically impossible.
Is a character that somehow was tier 0 but restricted their own omniscience possible?

Well that explains it then though i do have an question. How there is Tier 0s without full Omniscience? I dont get how do they work
I mean, technically all Tier 0s are equally all-encompassing, so they circumscribe "all the same information," so to say. It really comes down to whether it functions analogously to an intellect. If it does, and yet doesn't know something (That doesn't fall under the stipulations written in the Omnipotence page that is), then it isn't Tier 0, yeah.

Then one more question for you but personal. Do you think omniscience negates "free-will"?

If a being knows I will choose "A" tomorrow, then can I really choose "B"? If I do, the omniscient being would be wrong, which contradicts the idea of omniscience.

If the future is already known with certainty, then the future is essentially "set" and unchangeable. Therefore, the idea that you could freely choose "B" instead of "A" is an illusion. Your choice was always going to be "A," and if it could only ever be "A," can it really be free?
