Is the gap between 4-B and high 4-C really that large to where the former is an automatic stomp?

According to the Attack Potency chart on this site, that's not necessarily true. High 4-C ends at 22.4 foe, and Solar System level starts at 22.4 foe. So it may not necessarily be a stomp. So it may not be a stomp for 4-B. It could be a win with moderate to high difficulty, assuming all other things are equal (which it's not with these two characters. Different hax and special abilities).

The Orphan's attack potency is just barely one Foe, Hulk's attack potency when enraged is 28 Foe

Huh? High 4-C ranges from 350 Tenatons to 22.4 Foe, a single Foe falls into that tier.
