How was the baseline for human level established?

10-B was established at around December 2015, so I want members (more notably, staff) that have been there at the time to get more information on how the 40 J baseline was established.

Women can do 49 or 60 J as a low end (there's also calcs there I want checked), 40 J is fairly weak for a human. I can make (1/2)(percentage of arm taking up person's weight)(person's mass)((m/s)^2) = KE into KE/((1/2)(percentage of arm taking up person's weight)((m/s)^2)) = (person's mass).

40/((1/2)0.05335((15*0.44704)^2)) = 33.348805 kg, 49/((1/2)0.05335((15*0.44704)^2)) = 40.85228612 kg. An average woman is 119 lbs (53.9774967 kg) at a low end, there seems to be massive weight gaps here that I want explained.
