How does pokemon scaling work?

I always wondered how the people who scale use? Do you use the games, anime, comics. Or do you just use one source?
If you were using the game's should pokemon like regice and regirock be planet because in the games shown to hurt rayquaza and regice outright one-shot's. So do you just use the anime?

We mainly use games

I think we mainly use the games but we use the anime and manga as well. For example we scale most second stage pokemon to a feat done by Dawn's piplup in the anime.

We use the main games, anime, and Pokémon Special manga.

We also make sure to separate Outliers or such as Reason would allow. Aka no Stats scaling, not scaling everyone to Arceus for being able to hurt Arceus, etc., because it doesn’t make sense for some random Pokémon to beat up it’s creator.
