How does one calc speed feats where;

Character X lunges at Character Y and then Character Y doesn't move out of the way until it almost scrapes their nose. I'm referring to basically the Feat that Makes Minato Sub-relativistic-- that A teleportation feat. It seems that reacting to something like that makes you seem even faster, right?
